NERA Vice President Dr. Paul Bernstein participated in the California Council for Environmental and Economic Balance 2016 Summer Issue Series, held 11-15 July 2016 in Squaw Valley, CA. The conference brought together industry representatives and government regulators to discuss finding a balance between environmental protection and economic growth. Dr. Bernstein participated in two panels during the event: 1) The “Linkage & Offset” session, which explored the potential benefits of California linking its cap and trade program with other jurisdictions and expanding the role of offsets; and 2) “Climate Change: The Next Decade and Beyond,” which examined different approaches to post-2020 climate policies and programs, and questioned how to align activity within the legislature and the administration.
