NERA Vice President Dr. Vladimir Starkov gave a presentation during the forum “The Fiscal Burden on the Russian Economy: Tax and Non-Tax Components,” which was held as part of the 9th annual Russian Business Week. At the event, Dr. Starkov spoke about the Base Erosion and Profit Shifting (BEPS) Action Plan, an initiative spearheaded by the Organisation for Economic Co-operation and Development (OECD), and its impact on business in Russia.

Dr. Starkov covered a number of topics, including the history of the BEPS Action Plan and its structure, ratification of the BEPS Action Plan by various countries, ways the BEPS Action Plan may influence the actions of the tax authorities, the emergence of new actors in the international tax arena, the impact of the BEPS Action Plan on taxpayers in Russia and worldwide, and the lasting changes that the BEPS Action Plan may bring to the field of transfer pricing.

Additionally, Dr. Starkov recommended that the Russian federal tax agency join the Multilateral Competent Authority Agreement on the Exchange of Country-by-Country Reports, which would enable an exchange of taxpayer information with the tax authorities of other countries. Dr. Starkov also recommended that taxpayers implement improvements to their financial and tax reporting software systems to automate compliance with the BEPS requirements.
