On the 15th of June 2018, NERA Principal Dominik Huebler will present on “Risk and Return in the Air Traffic Control Sector” at the German Transport Economics Conference (“Verkehrskonferenz”) in Berlin. Drawing on his earlier paper on estimating the cost of capital for air traffic controllers, his talk will cover the basics of regulating air traffic control services, including what regulation of the air traffic control sector can and cannot learn from sectors with longer track records of regulation. He will also shed light on possible changes to the regulatory framework and what recent empirical evidence and regulatory precedent on the cost of capital for utilities and other regulated entities suggest about the implications of those changes.

The conference is the annual gathering of applied and academic economists working in the transport sector.
