NERA Economic Consulting Announces Five Officer-Level Promotions

NEW YORK -- NERA Economic Consulting is pleased to announce the following officer-level promotions:

Elaine Buckberg has been promoted to Senior Vice President; Matthew Evans and Ramzi Zein have been promoted to Vice President; and Emmanuel Llinares and Patrick Smith have been promoted to Associate Director.

Dr. Elaine Buckberg, based in NERA's New York City office, specializes in securities, finance, and valuation, providing both expert testimony and consulting services. She has directed projects involving civil and criminal litigation as well as numerous regulatory investigations. Dr. Buckberg has extensive experience with securities class actions, involving issues of liability, materiality, and damages. She also has particular expertise in IPO allocation and mutual fund market timing. Other litigation work has involved disgorgement, complex commercial damages, and bankruptcy, including fraudulent conveyance and deepening insolvency.

Matthew Evans, also based in NERA's New York City office, specializes in energy risk management and commodities markets. Mr. Evans provides expert advice to energy trading companies in many areas, including the development of hedging strategies, risk analysis, risk management practices, policies and procedures, and acute commercial risk issues. He also provides expert consulting support for litigation in the energy and commodities sectors, including contractual disputes, commercial disputes, commodity manipulation, and valuation. In addition, Mr. Evans has worked on behalf of major commodity traders and in numerous litigation proceedings as both a testifying expert and a consulting expert on energy and commodity trading issues.

Dr. Ramzi Zein is a member of NERA's Securities and Finance Practice. Based in New York City, he has contributed to economic and statistical analyses in several securities litigations, including identification of the damaged class, analysis of stock price movement, and computation of damages. Dr. Zein's expertise also includes pricing complex derivatives, analyzing risk exposure, and hedging strategies, as well as contract and project valuation and discount rate determination.

Based in NERA's Paris office, Dr. Emmanuel Llinares specializes in inter-company pricing analysis, economic analysis, and the economic valuation of tangible and intangible property. He has advised multinational companies on defining and implementing their transfer pricing policies as well as assisting them with documentation. He has also assisted clients in the transportation, automotive, biotechnologies, and consumer electronics industries in defining their transfer pricing policies, including the use of technology related intangibles. In addition, he has developed innovative techniques relating to the pricing of intra-group financing. Dr. Llinares has also managed several advance pricing agreements for multinationals in the automotive, financial services, consumer electronics, and consumer products industries.

Patrick Smith, located in NERA's London office, is a member of the firm's European Competition Policy Practice, and has trained as an economist and a chemical engineer. Most recently he has worked on several European merger cases, for Inco on a number of metals and mining mergers before the European Commission including Inco/Falconbridge, for the parties in the merger of Nokia and Siemens' mobile network businesses, and for Universal Music Group on its acquisition of Vale Music. Mr. Smith has expertise in merger simulation, and detailed knowledge of competition policy and merger control in South Africa. He has worked across a range of industries often combining his knowledge of the chemical process industries with economic analysis in sectors such as mining, petrochemicals, and food and drink processing, and has also advised in fields as diverse as grocery retailing, media, and telecoms.
