This article from The Electricity Journal notes that, in many states with restructured power sectors, electric distribution companies serve their default customers by procuring full requirements supply from wholesale market participants, usually through a structured competitive solicitation process. Within this common paradigm, different states have different approaches to procuring full requirements supply for their default customers. In this article, the authors use the contrast between the approaches used in Maryland and New Jersey to highlight key decisions in the procurement process and factors that go into these decisions.
