India has embarked on the reform and restructuring of its electric power sector and state electricity boards which had functioned since independence as integrated utilities. Key to the reform is establishment of state regulatory commissions.

India’s first state regulatory commission was created in the state of Orissa. NERA helped design first the sector, and subsequently the commission, including its staffing, regulations and internal administrative procedures. NERA then supported the Commission as it dealt with all of the issues of first impression: licenses, tariffs, procurement, codes, standards, and consumer affairs.

The OERC has established itself as an independent, technically capable agency, and oversaw the privatization of its four distribution entities. NERA went on to perform similar work in the states of Haryana, Andhra Pradesh, and Delhi, as well as Brazil, Slovakia, and Senegal.
