NERA's Marginal Cost Working Group (MCWG) provides an
invaluable opportunity for individuals from member electric and gas
utilities to convene twice a year to share research and ideas on utility
costing, pricing, planning, retail access, and regulatory reform.
Membership in MCWG is especially useful as the industry addresses the
need for improved energy efficiency through rate and other
demand-response mechanisms. These gatherings create a forum for
discussion, allowing members to exchange information and keep pace with
industry developments from around the globe. Hundreds of utility staff
members from dozens of companies have participated in the MCWG.
Directed by NERA Special Consultant Dr. Hethie Parmesano, MCWG meets
twice a year. The agenda for the Spring 2007 meeting in Savannah,
Georgia included the following topics:
- Smart Meters
- Critical Peak Pricing
- Distribution Costs
- Street Lighting Rates
- Transmission Rate Design for Independent System Operators
- Capacity Markets
- Decoupling Costs and Revenues
- Recovery of Renewable Portfolio Standard Costs
- Marginal Cost Rate Design
- Weather Normalization
- Time-Differentiated Fuel Adjustment Clause
- Integration of Wind into the Generation and Transmission Network
