The UK Chartered Institution of Water and Environmental Management hosted a conference in London on 22 September 2010 to explore the emerging lessons from the recent water planning cycle (PR09) and the European Water Framework Directive (WFD) for the use of economic decision support tools. The aim was to assist with the development of these tools for future project and planning appraisal. NERA Director Dr. William Baker and Paul Metcalfe of the London School of Economics made a presentation entitled "Nation-wide WFD Benefit Values and their Uses in Policy, in River Basin Management Planning, and at Periodic Reviews." The presentation highlighted the issues arising during a major stated preference study undertaken by NERA to estimate the nation-wide benefits of the WFD, and arising subsequently when various uses were made of the benefit estimates.
