The Aston Centre for Critical Infrastructure and Services at Aston University in Birmingham held a workshop on the current debate about the restructuring and regulatory reform of the water sector in England and Wales. NERA Director Dr. William Baker participated in a roundtable discussion that examined the evidence on the potential effects on scope and scale economies and transactions costs of vertical separations in water supply by comparison with the dynamic gains. The panel also discussed the evidence on the potential effects of enhanced trade in water rights and in bulk water, and what the evidence from other sectors suggests about the merits of introducing independent system operations to UK public water supplies.
