Forum Europe held its 10th Annual European Spectrum Management Conference in Brussels on 15-16 June 2015. This year’s event addressed the fact that 2015 is a critical time for spectrum stakeholders in Europe. WRC-15 is fast approaching, and key spectrum policy decisions are due to be made at a European level (e.g., the continuing drive towards an internal telecommunications market, and the expected release of the 2nd Radio Spectrum Policy Package in 2016). NERA, as a knowledge partner for the event, advised on the agenda, which focused on a number of major themes in spectrum management, including upcoming auctions of the 700 MHz digital dividend spectrum band, and the role that new technologies such as carrier aggregation and supplementary downlink can play in increasing spectrum efficiency. On the first day of the conference, NERA Associate Director Dr. Soren Tang Sorensen chaired and moderated a session on spectrum awards entitled "Auctions and Spectrum Awards—Can 'Best Practice' be Coordinated or Mandated?"
