NERA Economic Consulting Congratulates the IFT on its Successful AWS Spectrum Auction

Mexico City—NERA Economic Consulting, a leading global provider of economic advice and analysis in business, legal, and regulatory matters, congratulates the IFT for its successful conclusion of its AWS Spectrum Auction in Mexico.

The auction results were announced by the IFT on 18 February. Winners of the auction’s spectrum allocation, AT&T and Telcel, will be able to offer customers and businesses faster mobile broadband speeds and improved coverage. The auction has achieved the IFT’s purpose of promoting allocation of larger contiguous blocks of frequencies for 4G mobile broadband on a nationwide basis.

NERA’s spectrum auction team, led by Senior Vice President Richard Marsden and Associate Director Dr. Soren Tang Sorensen, advised the IFT on the design and implementation of the AWS auction. Our work included: preparing a report on Mexico’s mobile industry and the impact of awarding the AWS spectrum; advising on the choice of auction format and detailed auction rules; developing software to execute the auction; making presentations to bidders; and supporting the Auctioneer throughout the four-day auction.

For this award, the NERA team developed an innovative Combinatorial Clock Auction (CCA) format with unique rules to facilitate a reconfiguration of previously allocated AWS spectrum and elimination of regional spectrum fragmentation. These rules supported the assignment of large, contiguous frequency blocks suitable for deployment of services using LTE technology. We anticipate that the winning bidders will use the AWS-1 and AWS-3 spectrum awarded to roll out next generation mobile broadband services to their customers.
