Industry Structure and Privatization

NERA experts have been closely involved in industry restructuring across a wide range of sectors and industries. In the transport sector, we have advised operators, regulators, and governments around the world on options for restructuring and privatization, on the process for implementing industry reforms, and on the regulatory structures and institutions that will help ensure the potential benefits are realized.

NERA provides advice in several areas:

  • Privatization options and strategies. NERA is a leader in providing clear and independent advice on privatization options and strategies, drawing on our extensive knowledge and experience of the impact of structural reforms across a wide range of industries and countries. We support governments, operators, and other stakeholders across the transport sector.
  • Industry restructuring. We have been closely involved in complex restructurings that have been implemented in recent years, in the rail industry as well as other parts of the transport sector. We advise on all of the potential impacts, including transactions costs, coordination difficulties, and any loss of economies of scale or scope, as well as the benefits from increased competition and lower barriers to entry.
  • Due diligence studies. NERA provides commercial and regulatory due diligence advice to investors across the transport sector. We advise on potential market or competitive developments, and their implications for the firm(s) being sold. Where industries are subject to economic regulation, we explain how the current regulatory framework operates, highlighting the risks arising and protections provided, and consider potential future developments.
  • Benefits of private ownership. NERA experts have extensive knowledge and experience of the impact of private ownership across a wide range of industries and countries. We have carried out a number of projects reviewing the quantitative evidence on the benefits of privatization, and assessing the relevance of these findings to firms in the transport sector.
  • Vertical separation. NERA has wide-ranging experience with different forms of vertical separation, for example as they apply to rail industries in the UK, other EU countries, Australasia, and elsewhere. We provide authoritative advice on the advantages and disadvantages of different regimes, and the detailed regulatory and commercial frameworks required under particular industry structures.
