Governance and Regulatory Regimes for Private Sector Infrastructure Development: Final Report

This 1998 report prepared for the Asian Development Bank presented the results of a survey and evaluation of regulatory frameworks for private sector infrastructure in six Asia Pacific countries. As part of the study, NERA compared existing regulatory governance structures in selected countries with best regulatory practices inside and outside the Asia Pacific region, focusing on the elements of participation, accountability, transparency, and predictability. The report contains NERA's assessment of the governance properties of the regulatory regimes surveyed and offers analysis of past and future trends in regulatory governance.
