NERA has had a long and extensive relationship with the natural gas industry in the US, stretching back to our founding day in 1961. NERA's first major client was the group of US gas distributors that later formed the Associated Gas Distributors, with whom we worked extensively through the 1960s and 1970s while the industry, and the country, wrestled with wellhead price controls, shortages, and the ramp-up to gas industry restructuring in the 1980s and 1990s.
In the 1980s and 1990s, NERA worked extensively on issues pertaining to natural gas transportation, both in the US and many other countries. We represented dozens of gas distributors in cases before both the FERC and their state commissions related to pricing, fair rates of return, and industry restructuring. As part of many FERC cases throughout the 1990s, we offered evidence and provided important support to those looking for genuine competitive restructuring of the nation's interstate gas pipelines. NERA's published papers throughout that time pertaining to regulatory issues facing the gas industry were prescient in outlining the path of federal reforms ultimately and successfully chosen by the FERC.
We assist gas utilities in traditional rate settings, in cases involving gas distribution restructuring, and in civil, bankruptcy, and arbitration proceedings involving the valuation of pipeline and storage capacity. We also testify in cases pertaining to market power in pipeline capacity.
