A NERA team, supported by Aston Business School, was commissioned by the UK Department for Transport to prepare a pragmatic approach to account for international business activities in transport appraisals. NERA's methodology was based on a review of the Department for Transport's appraisal guidance (new approach to transport appraisal (NATA)), including guidance on estimating wider economic benefits. Informed by the international trade and foreign direct investment literatures, NERA investigated the extent to which international business impacts were not adequately captured by the existing approach. NERA applied this methodology to three transport case studies and identified areas for future research.
