Planning Arrangements for Electricity Transmission Networks: An International Review

This report was prepared by a NERA team at the request of the Australian Energy Market Commission (AEMC). The AEMC sought advice from NERA on transmission planning arrangements as they apply in other electricity markets, to inform further development and consideration of planning options in the Australian National Electricity Market (NEM). Specifically, the AEMC asked for a summary of planning arrangements in the following four North American markets: Pennsylvania-Jersey-Maryland (PJM); New York; California; and Alberta. For each market, NERA described: the key institutions and entities; the overall planning process; roles and responsibilities in relation to investment decision making; arrangements for economic regulation; arrangements in relation to reliability standards; and recent developments.
