NERA provided testimony on the productivity offset used in the price cap formula as part of Enbridge Gas’ and Union Gas’ amalgamation application before the Ontario Energy Board. Our framework compared Total Factor Productivity to economy-wide inflation to identify appropriate rate trajectory.
