Analyzing Impact of Carbon Dividends Plan Compared to Regulations Achieving Equivalent Emissions Reductions

NERA compared projected economic impacts of the Climate Leadership Council’s Carbon Dividends Plan (CDP) to those of a “regulatory” scenario containing non-price regulations typically proposed as alternatives to economy-wide pricing. We found CDP creates more cost-effective emission reductions than the sector-specific provisions.
