Estimating Costs and Benefits of New Balancing Services Technologies for Ofgem

On behalf of Ofgem, NERA delivered a cost-benefit analysis of alternative regulatory arrangements for distribution network operators providing balancing services. Ofgem published the analysis as part of its consultation ahead of the RIIO-ED2 price control.
