Quantifying Benefits of Adding Flexibility to Washington’s Greenhouse Gas “Cap and Invest” Program

NERA estimated the economic impacts of adding provisions for greater flexibility into Washington State’s Greenhouse Gas “Cap and Invest” Program for the Western States Petroleum Association. We projected lower costs with linkage to the Western Climate Initiative program than without linkage.
