NERA designed and implemented a request for proposals on behalf of the Illinois Power Agency to procure capacity for Ameren Illinois Company (AIC) to satisfy a portion of its forecast requirement in the 2026/27 and the 2027/28 Planning Years. The product procured is Zonal Resource Credits (ZRCs), either physical or financially settled as defined by the RFP Rules, to satisfy the resource adequacy requirements of MISO’s tariff.

The Illinois Commerce Commission approved the results of the capacity procurement event held in spring 2025.
