Ms. Linares regularly supports utility companies in preparing compelling submissions to sector regulators based on robust economic evidence. In the context of price reviews, this often involves developing sophisticated analytical tools, such as econometric models for comparative cost assessment, stated and revealed preference methods to value customers’ willingness-to-pay for service level improvements, and scenario-based models for investment planning under uncertainty. Her advice to network companies includes economic topics beyond price reviews, such as tariff design, connection charging, and third-party competition.
