Experience

Adriana Linares specialises in the economics of utility markets and sector regulation, having advised clients in the water, gas, electricity, rail, and gambling sectors. Her international experience spans Europe, the Middle East, Asia, and Australasia.

Ms. Linares regularly supports utility companies in preparing compelling submissions to sector regulators based on robust economic evidence. In the context of price reviews, this often involves developing sophisticated analytical tools, such as econometric models for comparative cost assessment, stated and revealed preference methods to value customers’ willingness-to-pay for service level improvements, and scenario-based models for investment planning under uncertainty. Her advice to network companies includes economic topics beyond price reviews, such as tariff design, connection charging, and third-party competition.

Ms. Linares has supported regulators and government departments in the UK and internationally on a similarly wide range of topics, from developing a regulatory framework for a recently created sector regulator to modelling the distributional effects of ministerial decisions on future customer bills.

Ms. Linares previously worked as an economic advisor at the UK Competition and Markets Authority, where she led the economic analysis of merger investigations. Through this experience, Ms. Linares developed a firsthand understanding of how economic evidence can effectively influence regulatory and policy decisions in a multidisciplinary environment.
