Chloe Li is an environmental and energy economist based in London. She advises companies, governments, international organizations, and industry associations across Europe, North America, the Middle East, and Asia on policies relating to the carbon market, renewable energy, and climate change.
Ms. Li provides economic analysis, modeling, regulatory review, and strategic advice to clients on issues including renewable energy support policy, power market modeling, and due diligence. She has assisted several governments through the transition to market-based support mechanisms for renewable energy and has provided bid avisory support in renewable energy auctions in the UK. Ms. Li has undertaken multiple social cost-benefit analyses accounting for the shadow price of emissions and other externalities, as well as assessing a project’s alignment with decarbonization targets and low-carbon pathways. She has also conducted power sector modeling to inform strategic decisions and assess policy implications for clients.
