Experience

Dr. Anne E. Smith is an expert in environmental and energy policy evaluation, corporate compliance strategy planning, and risk management. She is known for her leadership in developing advanced quantitative models for market and macroeconomic impact analyses, cost-benefit analysis, probabilistic risk assessment, and integrated assessment of climate change and other energy and environmental concerns. Dr. Smith has applied such tools for clients in detailed analytical studies to evaluate long-range electricity sector and natural gas sector market responses to policy and technology shifts, power plant financial impacts, and to evaluate societal costs and benefits of global climate change, national ambient air quality standards (NAAQS), regional haze, air toxics, nuclear waste, and food safety. She provides her clients with expert guidance on the design and evaluation of market-based regulations, including externality fees, taxes, cap-and-trade, and other forms of tradeable credits. Dr. Smith is also an expert on health risks of PM2.5, ozone, and other criteria pollutants, associated epidemiologic and clinical studies, and use/limitations of US Environmental Protection Agency’s (EPA’s) BenMAP and APEX models.     

Dr. Smith has served as an expert witness in major environmental and energy proceedings, including in US District Court, before regulatory commissions, and in international arbitration under the auspices of the Permanent Court of Arbitration. During these engagements, she has developed complex testimony on business damages, consumer and economic impacts, environmental damages, economic benefits of delayed compliance (including the EPA BEN model), costs and benefits of alternative injunctive relief options, and environmental offsets. Dr. Smith’s expert testimony has covered a wide range of issues, including emissions credits, renewable fuel standards, transmission line siting, state climate policies, opacity standards, new source review violations, air quality nuisance allegations, and water permit compliance.

Dr. Smith is frequently invited to serve on expert advisory committees. She has served on the EPA’s chartered Science Advisory Board and on numerous committees of the National Academy of Sciences over the past three decades. She has also served on the Board of Directors of the Society for Benefit-Cost Analysis. Prior to joining NERA, Dr. Smith was an officer and environmental practice leader at other economics and risk management consulting firms, providing expertise to clients in a wide range of sectors and regulatory agencies. She also served as an economist in the Office of Policy Planning and Evaluation at the EPA.
