Edward Mills is a Consultant in NERA’s Global Energy Practice, based in London. Mr Mills specialises in topics related to economic regulation in network industries, as well as statistical analysis of microeconomic data and surveys.
His project experience spans utilities in the electricity, gas, and water sectors in Europe, Australia, and the Middle East. He has worked across a range of areas, including cost assessment and efficiency, willingness-to-pay estimation and cost benefit analysis, incentive design, competition, and financial issues. He regularly advises regulated utilities in the course of price control reviews and supports a range of clients on regulatory and market design assignments.
