Francesca Amore is an economic expert who specializes in antitrust and market regulation, with experience in industries including financial services, digital markets, telecoms, energy, and pharmaceuticals. She has been involved in competition cases, mergers, and market investigations before the European Commission and national competition authorities such as the Competition and Markets Authority (CMA) and the Italian Competition Authority (AGCM).

She has provided support and economic advice to businesses and legal advisors covering matters related to market definition, customer behavior, and competitive dynamics. Her data-powered analysis has aided clients through case lifecycles and empirical analyses of market investigations, mergers, and competition abuse and litigation cases. She has also helped draft communications and reports for the investor community.

Examples of recent case experience include the CMA’s children’s social care market study, the CMA’s funerals market investigation, the BUPA/CSH (CMA) and MMC/JLT (EC) mergers, and a damages litigation in Italy. She was named co-author of a leading investment bank’s submission to HM Treasury’s ring-fencing review. She has also spoken at leading competition conferences and has supported executives preparing to give evidence at hearings and site visits with the CMA.

Prior to joining NERA, she worked at the competition teams of the Financial Conduct Authority (FCA) and DG Competition at the European Commission. At the FCA, she contributed to market studies in both retail and wholesale financial markets and worked on the assessment of a range of competition issues informed by empirical analyses of prices, firm business models, and consumer preferences. She contributed to the development of remedies aimed at addressing concerns in investigated markets and balancing the need to protect consumers and improve competition. She was involved in the FCA’s investment and corporate banking market study, the retirement outcomes review, and the Big Data feedback statement. She also has experience as a consultant in competition and policy evaluations in Italy.
