Joel Davis, MSc

Mr. Davis has advised government clients on a number of decarbonization projects including a major afforestation project and policy to support the renewable energy supply chain decarbonization. Mr. Davis has also advised energy infrastructure project developers in pursuing agreements with the government, including blue hydrogen and nuclear, and supported investors on a range of energy infrastructure transactions. He has a particular focus on network economic regulation and tariff design, having supported clients in the UK and Middle East

Prior to joining NERA, Mr. Davis worked at the UK Department for Business, Energy and Industrial Strategy (BEIS) as a senior economist leading a carbon pricing analysis team, which advised on practically every policy issue regarding the design and implementation of the UK ETS. He provided analytical advice to ministers on matters such as whether to implement an emissions trading scheme or a carbon tax in the UK, the ambition of the scheme primarily through the setting of the cap, and how to ensure the smooth functioning of the market for allowances. Mr. Davis also advised on strategic issues such as mitigating carbon leakage risks, expanding the scheme to other sectors, and linking it with other schemes. He led an energy security and infrastructure analysis team, which was responsible for a range of power sector design issues such as designing the UK Capacity Market and a new nuclear strategy, while at BEIS.
