Julia C. Williams is an economist who consults pipeline clients on economic regulation and commercial matters within NERA’s Energy Practice. Ms. Williams’ expertise includes economic analyses of oil pipeline rate regulation, including cost-based and market-based ratemaking analyses for crude oil, refined products, and natural gas liquids pipelines. Ms. Williams has assisted clients on matters in the United States (before state and federal regulatory agencies) as well as non-US jurisdictions.

Ms. Williams has extensive experience supporting pipeline clients in regulatory proceedings on matters relating to the level of tariff rates (cost- and market-based), applications for market-based ratemaking authority, and non-rate issues such as jurisdictional status of services. Ms. Williams’ consultative assignments have included preparing economic analysis for initial transportation rates in support of pipeline clients’ petitions for declaratory orders and transportation service agreements, and tariff rate strategies for multi-phase system expansions requiring cost-based rate analyses and rate design presentations.  

In support of clients engaged in commercial litigation, Ms. Williams has prepared complex multi-asset financial analysis and economic damage calculations related to fraudulent inducement claims. Her analysis was used to support mediation and ultimately contributed to a favorable case settlement. Also, Ms. Williams has prepared damage calculations on behalf of a crude oil pipeline relating to an operation agreement dispute before the International Chamber of Commerce.

Prior to joining NERA, Ms. Williams consulted for nine years on nearly 40 engagements for clients in the pipeline industry. She has published in the Journal of Natural Gas & Electricity.
