Jane Kim specializes in market design and auction implementation in the energy sector. She believes well-designed market instruments can align public goals and private investment toward a more resilient, sustainable energy future. She works with utilities and government bodies on procurements and contract structures across energy, capacity, renewables, and energy storage—helping them translate policy and commercial objectives into clear, actionable procurement strategies.

Ms. Kim supports the full lifecycle of competitive solicitations including initial design, stakeholder engagement, regulatory implementation, and bid evaluation methodologies. Her work spans large-scale and distributed resources, including efforts to advance climate goals, decarbonization, and equitable access through innovative contracting.

Ms. Kim is certified in Public-Private Partnerships (APMG). Prior to joining NERA, she worked at the Food and Agriculture Organization of the United Nations (FAO).
