Ms. Moro specializes in energy and environment related issues. Since joining NERA's Energy, Environment, Transport, and Water Practice in 2001, Ms. Moro has worked on energy regulation, environmental economics, and competition policy issues. In particular, Ms. Moro has evaluated the renewable energy support scheme of different European countries and the capacity remuneration of renewable energies. Ms. Moro has also analyzed the implications of the EU Emission Trading Scheme (including the differences between allocation schemes and its impact on electricity prices), and of current regulations on environmental liability.

In addition, Ms. Moro has applied competition policy tools to the analysis of mergers and concentration levels in the Spanish and Portuguese electricity sectors. Other areas of expertise include the design of regulatory institutions and benchmarkings of different regulatory processes, governance arrangements for System Operators, and the remuneration of regulated activities (mainly through the participation in electricity distribution tariff reviews).

Prior to joining NERA, Ms. Moro worked as a researcher and teaching assistant at the Applied Economics department of the University of Salamanca, where she has completed a PhD program (all but dissertation) in economics of the European Union. Ms. Moro received her MSc in environment and development from the London School of Economics, and her BSc in economics from the University of Salamanca.
