NERA Senior Vice President and Environmental Group Head Dr. David Harrison participated in a climate change conference hosted by The International Emissions Trading Association and the Center for European Policy Studies in Brussels, Belgium on 26 June 2007. Dr. Harrison was the keynote speaker in the session on allocation options for the European Union Emissions Trading Scheme (EU ETS), the pathbreaking cap-and-trade program for carbon dioxide in Europe. Dr. Harrison's presentation focused on "EU ETS Allocation Options: Reconciling Complexities and Simplicity/Transparency." Other keynote speakers included Jos Delbeke, coordinator of the EU ETS, and Nicole Wilke of the German Federal Ministry for the Environment. NERA is advising the European Commission on issues related to post-2012 allocation alternatives under the EU ETS.
