The International Energy Agency (IEA), the International Emissions Trading Association (IETA), and the Electric Power Research Institute (EPRI) held their annual international emissions trading workshop in Paris on 8-9 October 2007. Industry participants discussed a range of timely topics including emerging greenhouse gas markets, developments in North America and the impact on international markets, allocation, emissions trading and technology developments, and the status of the European Union Emissions Trading Scheme (EU ETS). NERA Associate Director Daniel Radov delivered a presentation on Complexities of Allocation Choices in a Greenhouse Gas Emissions Trading Program, a report for the IETA that he co-authored with members of NERA's Environment Group. The report seeks to clarify the major complexities involved in the initial allocation of allowances and to consider the implications of these complexities for government determination of an appropriate allocation approach.
