NERA Senior Vice President and Environment Group Head Dr. David Harrison has been invited by the US Government Accountability Office to participate as a member of an expert panel on greenhouse gas emissions trading. As requested by the House Energy and Commerce Committee and its Subcommittee on Oversight and Investigations, the panel will address international experience with market-based climate policy programs. The panel of experts will provide input on the experience with programs such as the EU Emissions Trading Scheme and the Kyoto Protocol's Clean Development Mechanism. The GAO is seeking the panel members' insights on the significance of the lessons learned from these programs in order to assess the implications for the development of a similar climate change set of emissions trading programs in the United States.
