The EUEC held its annual energy and environment conference in Phoenix, Arizona on 1-3 February 2010. The goal of this year's conference was to find solutions for achieving US energy independence and reductions in carbon emissions. NERA Senior Vice President and Environment Group Head Dr. David Harrison participated in a session on US climate policy, focusing his remarks on emissions trading and cost containment. He discussed the various design elements of a cap-and-trade program and how these elements might be used to reduce both the short-run volatility and the longer-run costs to companies and sectors under a US greenhouse gas emission cap-and-trade program.
