On 23 November at 10:30 am CET, NERA Director Dominik Huebler will speak at the Berlin Forum for Offshore Energy Law in a session titled “Germany’s 2023 Offshore Wind Auctions—An Economist’s Perspective,” hosted by the Institute for Energy and Regulatory Law Berlin (EnReg).
Mr. Huebler will review Germany’s record-breaking June 2023 auction for offshore wind, which resulted in the successful bidders paying more than 12 billion euro for the right to develop four large-scale offshore wind farms, and its smaller “sibling,” where bidders paid 784 million euro for four smaller sites, at roughly a quarter of the value per megawatt.
Mr. Huebler will examine the extent to which auction rules contributed to this outcome and what they mean for the future of offshore wind in Germany. He will also look at whether similar record-breaking results can be expected in upcoming auctions across other European countries and what bidders should look for in auctions to gauge whether costs will end up equally high. Mr. Huebler will be joined by leading German academics, lawyers, and industry experts from Orsted, RWE, EnBW, and BP.
