Mr Voelker joined HMRC in 2022 and holds responsibility for the interpretation of Chapter X and the UK’s financial transfer pricing legislation. He oversees the most complex financial transfer pricing enquiries and litigation to ensure HMRC take a consistent and principled approach. He leads the financial transfer pricing aspects of the UK’s ongoing project to update and reform its transfer pricing legislation.
Prior to joining HMRC, Mr Voelker spent seven years at Ashurst LLP, where he qualified as a solicitor in the tax department. He provided direct and indirect tax advice across a broad range of transactions, clients and industries, with a particular focus on finance, including loans, bonds, hybrid instruments, leasing, securitisation and structured products. He has also advised on litigation and other tax disputes with both tax authorities and other businesses.
