A group of energy sector executives convened at the IIR's 7th Energy Law Mastercourse in Madrid on 19-21 November 2007 to discuss the myriad issues affecting the global energy market. The course addressed a variety of timely topics, including the Spanish Energy White Paper, regional markets versus a single European market, electricity transmission and distribution, network access, energy quality of service, the single electricity Iberian market (MIBEL), gas infrastructure networks, third party access, remuneration of the natural gas transportation activities, access tariffs, and supply contracts.

As part of the course, NERA Director Dr. Fabrizio Hernández presented "The Remuneration Framework of Regulated Gas Activities." Dr. Hernández focused on the remuneration of the natural gas transportation; storage, regasification, and distribution activities; the new end user tariffs; and the third party access tariffs scheme. Other participants in the course included attorneys from major Spanish law firms as well as the Director of Legal Affairs of the Electricity Market Operator (OMEL).
