NERA Affiliated Consultant Dr. Hethie Parmesano and Vice President Amparo Nieto presented a customized training session for the Energy Regulatory Commission (CRE) of Mexico in Mexico City on 17-19 September 2007. The workshop, "Retail Electricity Pricing for Energy Efficiency and Demand Response," covered both the fundamentals of efficient rate design and the details of tariff development, including a review of dynamic rate structures, such as Real Time Pricing and Critical Peak Pricing rates. In addition, Dr. Parmesano and Ms. Nieto discussed mechanisms to address large cross-subsidy issues in electricity rates, and measures to implement tariff rebalancing while limiting large bill impacts. The attendees participated in numerous group exercises on revenue allocation decisions and marginal-cost based tariff design.
