Final regulations are now being implemented for Swap Execution Facilities (SEF) under Title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act. This conference, held in New York City on 18 November 2013, outlined the challenges and opportunities emerging from the SEF mandate. NERA Vice President Dr. Sharon Brown-Hruska, a former Commissioner and Acting Chairman of the US Commodity Futures Trading Commission, chaired and moderated a panel entitled "The New Market Structure." The panel discussed the market structure implications and challenges of new regulations related to SEFs, as well as the expected impact on market quality. The panelists addressed SEF Made Available to Trade (MAT) submissions, credit limit checking, portfolio margining, block trade thresholds, customized transactions with a swap leg, liquidity transformation, futurization, and market fragmentation.
