NERA Managing Director Dr. David Harrison Jr. delivered a presentation to the Association of Clean Water Administrators on issues related to economic benefit assessment of alternatives to regulate cooling water intake for power plants under the US Environmental Protection Agency's §316(b) Final Rule. Dr. Harrison discussed the techniques economists use to develop estimates of recreational and commercial fishing benefits, as well as to evaluate non-use benefits. He summarized the major issues that arise in developing benefit estimates and in using those estimates for benefit-cost assessments of regulatory alternatives.
