En septiembre de 2018, la CNMC (Comisión Nacional de los Mercados y la Competencia) publicó en su blog un post firmado por Dña. Natalia Fabra, en el que proponía diversas medidas para reducir los precios de la electricidad en España. Según las estimaciones de la autora, estas medidas reducirían del precio de mercado en un 22% y la factura del hogar medio en 180 euros al año. 

El Director Gerente de NERA Oscar Arnedillo y el Director Asociado Jorge Sanz analizan las estimaciones de Dña. Fabra, concluyendo que están sesgadas al alza y que exageran el impacto beneficioso sobre los consumidores por un factor de 30.  El Sr. Arnedillo y el Sr. Sanz analizan los errores en detalle, con el fin de advertir contra el uso de dichas estimaciones y análisis similares en la toma de decisiones sobre posibles medidas a adoptar en el sector eléctrico. 

COMMENTS ON ERRORS AND OMISSIONS IN DR. NATALIA FABRA'S ASSESMENT OF THE IMPACT OF POSSIBLE MEASURES THAT MIGHT BE ADOPTED IN THE ELECTRICITY SECTOR

In an article written by economist Dr. Natalia Fabra, published by the CNMC (National Commission of Markets and Competition) blog, she proposes various measures to reduce the price of electricity in Spain and estimates that such measures would cut the market price by 22% and the average household bill by 180 euros per year. 

In response to the blog post, NERA Managing Director Oscar Arnedillo and Associate Director Jorge Sanz authored a white paper that reviews her estimates of the impact of those measures and identifies errors and omissions that exaggerate the beneficial impact on consumers by a factor of 30. Mr. Arnedillo and Mr. Sanz analyze these errors in detail, cautioning against the use of such estimates in making decisions on possible measures to be taken in the electricity sector.
