The Situation

In 2003, NERA was asked by World Bank to carry out an independent study to develop a framework within which the performance and effectiveness of telecommunications regulators in Sub-Saharan Africa could be reviewed and evaluated.

NERA's Role

NERA designed an analytical framework to review and assess the functions, missions, activities and effectiveness of telecommunications regulators in Sub-Saharan Africa. The framework was then applied to three countries in order to identify the factors that had hindered or enhanced the regulators' performance and to draw country-specific recommendations.

The Result

The study identified a variety of factors affecting regulatory effectiveness and developed an analytical framework which could be used by the World Bank personnel in future evaluation exercises.
