For the first time, Who’s Who Legal has extended its research and nomination process to identify “the leading consultants, economists, and expert witnesses working in the energy sector.” Mr. Arnedillo and Mr. Gammons are two of only 47 global experts identified by the publisher.
Mr. Arnedillo specializes in the energy sector, with particular emphasis in regulatory and corporate issues that arise in the transition from a regulated to a competitive electricity system. Mr. Arnedillo has advised on corporate, competition policy, and regulatory strategy issues such as market reform, wholesale market rules, spot market modeling, spot market bidding strategy, codes of conduct, load profiles, retail strategy, tariff design (for full-service, access to the network, and supplier of last resort), stranded costs valuation and recovery, distribution and transmission tariff reviews, cost of capital estimation for regulated and competitive activities, company structure, and transfer pricing.
Mr. Gammons is the head of NERA’s London office and specializes in regulatory, competition, and valuation issues in the gas and electricity industries. His experience includes regulatory work on market rules, tariff design, and antitrust enforcement (e.g., merger approval and state aid), as well as commercial work on contract design, pricing, investment appraisal, and risk management. Mr. Gammons has led numerous due diligence and valuation exercises in support of M&A transactions, greenfield investment, and financings in the deregulated, regulated, and hybrid (low-carbon) segments of the energy industry. Mr Gammons is also an experienced expert witness and has provided expert testimony in cases covering contractual disputes (e.g., construction, sale and purchase, M&A, and broker disputes), antitrust matters, and energy industry regulation in a wide range of jurisdictions around the world, including the International Centre for Settlement of Investment Disputes (ICSID), the International Chamber of Commerce (ICC), and the English High Court.
