Dr. Federico Sciacca is a Consultant working in NERA’s London Energy, Environment, Communication and Infrastructure practice. He specialises in regulatory economics, econometric benchmarking and cost benefit analysis, with an experience in energy, water and transport sectors.  In this context, Dr. Sciacca has worked for multiple regulated utilities, providing advice on recent and upcoming price controls in the energy and water sector, covering benchmarking at RIIO-ED2 and PR19, and CBA for WRMP24. 

Prior to joining NERA, Dr. Sciacca worked at the Office of Rail and Road (ORR) where he was involved in the publication of the 2018 periodic review (PR18). Specifically, he worked on ORR’s decision on charges and incentives, the main objective of which is to send signals to both train operators and Network Rail about the costs and impacts of usage of the rail network. His doctoral dissertation focussed on the role of non-participation in explaining unemployment volatility during a recession.
