Hana Hammouda specializes in regulatory and competition economics, where she has advised companies, regulators, and governments across a variety of sectors, with a particular interest in telecommunications and postal services.

Ms. Hammouda has successfully led matters relating to market reviews and investigations, merger clearance and cooperation agreements, subsidy control and state aid, economic regulation, and universal service obligations. Her work combines quantitative and qualitative economic analysis to support public authorities and private clients in policy development, regulatory reform, and commercial decision making.

Ms. Hammouda has supported the preparation of work for independent experts in proceedings involving broadband, telecom access, and infrastructure deployment. Her work often involves complex economic modelling and the management of large, multi-stakeholder engagements.

Ms. Hammouda has supported public bodies and private companies on various subsidy control and state aid matters across a range of sectors, including a matter recently brought to the CAT. Her work has spanned the assessment of principles and Commercial Market Operator (CMO) and Market Economy Operator Principle (MEOP) tests.

Ms. Hammouda has spoken on competition and subsidy control matters with organizations such as the Scottish Competition Forum, Westminster Business Forum, King’s College Subsidy Control Expert Panel, and events held in collaboration with law firms. She has published articles for Lexxion’s UK Subsidy Control Insider, for which she is also part of the editorial committee, and has co-authored an article published in the EU State Aid Law (ESTaL) journal.
