Julien Martin specializes in game theory and market design, helping governments, regulators, and private clients allocate resources efficiently. He works across a range of sectors, with particular expertise in radio spectrum and mobile and satellite telecommunications. Mr. Martin has advised clients in more than 30 countries on auction design and implementation, bid strategy, spectrum valuation and pricing, and wider regulatory policy.
Mr. Martin has advised regulators on the design and implementation of spectrum awards, including Pakistan’s 5G auction, South Africa’s 2022 multiband auction, and auctions for 5G spectrum and FM/AM frequencies in Mexico. His regulator-side work also covers spectrum policy and pricing: He has supported the Communications, Space & Technology Commission (CST) in Saudi Arabia on its national frequency plan, radio law, and spectrum outlook; the Malaysian Communications and Multimedia Commission (MCMC) in Malaysia on long-term spectrum planning; and Eastern Caribbean Telecommunications Authority (ECTEL) on the modernization of spectrum fees across its five member states. For ICANN, he developed mechanisms to improve the competitiveness of supported applicants in the next round of gTLD auctions.
On the bidder side, Mr. Martin has provided bid strategy and valuation advice to mobile operators in spectrum auctions in more than 20 countries across all of the main formats (SMRA, clock auctions, CCA, and sealed bid), including recent awards in Australia, Brazil, Canada, the UK, the US, and Vietnam. This work typically combines valuation modeling, the development of bespoke bidding and simulation tools, and live bidding support during auction. He has also advised bidders in reverse auctions for broadband subsidies in the US and Canada and energy providers in various offshore wind auctions in the UK, the US, and Ireland.
Mr. Martin is a co-author of Round-by-Round: Learnings from the First 35 Years of Spectrum Auctions. With Martin Pesendorfer and Jack Shannon, he is the author of “Underbidding for Oil and Gas Tracts,” published in the American Economic Review. His other published work includes a report for CTIA estimating the economic impact of making an additional 400 MHz of spectrum available for mobile use in the US, which was cited by the FCC. He also maintains NERA’s global spectrum auctions database.
