Matthew Petersen is an industry-recognized expert with more than 15 years of experience in the economic regulation of oil pipeline transportation who frequently provides expert testimony. He advises both government and private clients on oil pipeline economic issues, including analysis of cost-based rate regulation, competition analysis for market-based rate authority, shipper access, and affiliate and jurisdictional matters.

Mr. Petersen provides economic analysis of transportation issues for liquid energy pipelines and the products they serve, including crude oil; refined products (gasoline, diesel, jet fuel); and natural-gas-liquids (ethane, butane, propane). He has provided expert reports and testimony involving a variety of economic and financial analyses and accounting issues on energy and transportation matters before federal and state regulatory bodies, including regulatory ratemaking, valuation and depreciation estimates, and ad valorem tax disputes. Mr. Petersen has also supported clients in contract disputes involving economic damages, including serving as a testifying expert in a federal district court matter and as a consulting expert in commercial arbitration and international arbitration matters.

Prior to joining NERA, Mr. Petersen served as a subject matter expert on the decisional staff of the Federal Energy Regulatory Commission (FERC).
