Federico Sciacca advises utilities and investors on the regulation of natural monopolies in the energy, water, and transport sectors. He regularly supports networks by preparing price control business plans and developing uncertainty mechanisms, using econometric benchmarking for cost and efficiency assessment, and preparing cost-benefit analyses to justify expenditure proposals.

Dr. Sciacca has worked on assignments spanning independent networks and competition in connections. He provides regulatory advice to owners of independent networks and has completed several regulatory due diligence assignments for New Appointments and Variations (NAVs), Independent Distribution Network Operators (IDNOs), and Independent Gas Transporters (IGTs).

Dr. Sciacca has worked for multiple regulated utilities, providing advice on recent and upcoming price controls in the energy and water sector and covering different aspects of the cost assessment such as cost benchmarking, real price effects, and ongoing efficiency at RIIO-ED2, GD23, RIIO-GD2, RIIO-T2, and PR19.

Prior to joining NERA, Dr. Sciacca worked at the Office of Rail and Road (ORR), where he was involved in the publication of the 2018 periodic review (PR18).
