Zoë Fannon supports clients in networked utilities sectors—including electricity, heat, and water—on the regulation of pricing and market activity, with particular expertise in data analysis and econometrics. She conducts econometric analyses to benchmark costs in the electricity transmission and aviation sectors, provide estimates of customer willingness to pay for improvements in water and sewerage services, and examine the potential for industrial self-supply in response to transmission tariff changes.

Dr. Fannon has advised clients across the electricity value chain and in the heat, water, and transport sectors. She has worked in jurisdictions including the UK, North America, continental Europe, and the Middle East. Her experience includes analysis supporting price control submissions, work on market pricing for energy storage assets, cost benchmarking, tariff design, willingness-to-pay studies of customer preferences, and regulatory due diligence. 

Prior to joining NERA, Dr. Fannon completed her doctoral thesis on identification in econometric models for repeated cross-section and panel data at the University of Oxford.
