On 16–19 November, Consultant Chris Holt will speak at the 42nd USAEE/IAEE North American Conference in Fort Worth, Texas. The 2025 conference, themed “Navigating Energy’s Next Era: Economics, Markets, Policies, and Emerging Technologies,” brings together leaders from industry, government, and academia to discuss how shifting energy demand, reliability needs, regulatory developments, and emerging technologies are shaping North American energy markets. The program features keynote addresses, cross-sector outlooks, and concurrent research sessions on electricity policy, natural gas and LNG, oil markets, and the role of new technologies in maintaining reliable and affordable supply.

Dr. Holt will present his paper “Valuing Reliability Under Uncertainty: A Comparison of Competing Wholesale Electricity Market Designs.” In this paper, Dr. Holt develops an economic model of a wholesale electricity market to compare expected welfare outcomes under a price versus a quantity instrument for ensuring grid reliability.
